I would like to know what this, who makes it and specifically which vehicle it fits.

Size: It's about 4.75'' tall Center to Center the bolts are about 6.5'' apart from each other.

this looks like it is fixed to a car or tractor were you can engage a lever and it rides in each spot for a gear like first through 5th

it could be for a rear end suspension back a long time ago to adjust each side to be even on a car
