This is a special tool for holding the balance sprocket on a Porsche 944. It's called a pin wrench. It's part of the timing belt tool set. This tool is also available separately from the tool set.

Ring Spanner wrench set for either Gisholt, Sundstrand or Bullard Machine (hydrofeed single spindle) or Milling machine. For Tightening spanner nuts, Gibbs alignment gears inside and outside the machine. Spanner nuts also hold bearings and spacers in place on shafts.

Thank you for your response, but I'm having trouble finding any parts or bolts on those machines that will fit this tool. The distance between the pins is about 1.5", so it wouldn't be ideal for small bolts like in your link. I am happy to accept the opinion if you can provide a more substantial link as verification.
