I would like to know what this is, what it goes to, how old it is and who manufactured it.

This appears to be part of an early targeting alignment tool which was part of a cannon or field gun. The adjusts are for range and elevation adjustments. as well as compass stings. Long before computers spotters would call in coordinates for a targeting mission they would give the compass heading, Latitude and Longitude or its assigned targeting grid from a military map of the region. A typical request for a fire mission would be something like " Targeting enemy fuel depot. Coordinates 177 degrees from your mark East-South-East. range 5 miles, Elevation grid 12. Please confirm coordinates". I hope this helps you out? You can look on line for WWI American or British Naval Guns. You may run across a photo of this exact item. not having a way to judge its size for reference I would guess from looking it may have been on an 88mm or a 75mm gun.
