It's a SPARE TIRE LIFTER/ HOLDER for a car, mini-van, or light truck. It bolts to the frame or underbody. The shaft on the side has a hole for a drive pin that goes through a hollow shaft that goes to a hand crank. The crank raises or lowers the spare tire from the ground to the car body. The black carrier goes through a hole in the center in the spare tire--- it's dropped through the hole while the tire is laying on the ground under the car. Then the crank is turned, pulling the tire up against the body of the car. It is probably for Dodge Ram pickups 2002-12.

this is a verticle tire hoist for a recreational vehicle. it goes under the vehicle in the rear and is most likely maufactured by Teca.
