It's a clamp mount for a glass panel. The rubber liner protects the glass and the 2 screws provide the clamping force. They usually attach to the wall/floor with a flange(sometimes with a slip-on screwless cover plate). I can't find the manufacturer of this exact mount and if there are wall/floor mounting parts missing or if the mont is suppose to be epoxied into the wall/floor.
