That is an older Lee reloading Powder Dispenser. It's missing the Top plastic powder bin. the lever drops a pre-measured amount of gun powder out the bottom in to a bullet funnel which has a cartridge under it. The other side is the number of Grams adjustment knob which increases or decreases the amount of powder to be dropped with each level shift
