These are disc brake caliper brackets. Many older cars are converted to disc brakes. These are made and sold to mount to the area where drum brakes were and allow a caliper to be mounted. 1957 Chevy conversions are common as well as many street rods. Below i give an eBay item that looks very similar. Without precision measurements it is difficult to give an exact fitment application. The below info should help to visualize its application.
