It is a punch tool, specifically a .187 x 1.250 inch obround punch. This punch looks to have been made by Wilson Tools, based on the partial logo in the center of the threaded end. It will punch a slot style hole into various types and thicknesses of metal. Would look like a coin slot on a piggy bank. Used extensively in the sheet metal industry in CNC turret presses. It fits into a larger sleeve and a special lock nut is threaded on the other end. Also requires a matching die (pre-made coin slot) of slightly larger dimensions (or clearance) ex. .200 x 1.263, for the material you are working on to be punched thru. Oversize dimensions will vary based on thickness and type/hardness of materials ex. Aluminum and copper are softer than steel and would less clearance for the same thickness. Various brands including Amada, Hurco, Wilson.
