All I can tell you is that it's for a 70's Ford V8. The "2V" in old Ford world denotes 2-bbl. carb, so unless the sticker was applied later, it's from that time period. With the pulleys cast in and the small crankshaft journal (you'd have to measure to be certain) it is mostly likely a 302 or 300-6 for a truck or the like. Attached is a link with some close examples. Sorry I can't be more specific.

Yes, it matters. These were very application-specific depending on engine and accessories installed.

look for VERY hard to read number cast into the metal on the inside, either on the spokes or on the inside of the ring. Sadly, with the condition of the rubber this thing won't be worth much of anything to anyone without re-building it first. (IMHO)
