That is a standard Category 0 Adjustable Top Link for the three point hitch on the rear of a tractor. It's not exactly like the picture in the link I've provided (it uses a tab jam nut instead of a hex jam nut), but from the tape measure, the length looks correct for a standard Category 0 link. You're missing the cross-rod, but I think it is with the short Category 0 Adjustable Top Link that I just identified.
