Shawn is correct. This is a homemade tool. It is not a "part". Someone welded up circles to a carriage bolt so they could stamp a row of circles in leather or copper sheet by hammering the bolt head with a mallet. Sorry those are homemade tools. Likely for leather or repousse work. The shank is made from carriage bolts and the welds are terrible looking. If the were production tools they would be refined a bit more for ascetic purposes.
