Your item is an expanding mandrel. It is used in turning operations. The links I am including show unprocessed mandrels. You mount one of these in a lathe chuck or collet and turn it down to the needed size. Then you can mount something with a hole on it. Like a pulley or gear and by pressing a taper pin in the center you can hold the part by the hole to machine the outside. There are hundreds of different kinds, this is essentially a disposable one, as it is meant to be machined to size. However, it is still good.

Markings: Non factory marking- 2 1/2'' x 1 1/2'' (2-1/2'' x 1-1/2'' or 2.5 by 1.5)
