These look like aluminum trim cap channel coils. Particularly u channel rolls. They are used to make LED letters/signs or as trims. They come in different colors and textures, including brushed metal or matte. So they can be shiny or not, please scroll through the the second reference to get an idea of some of the different colors. They come in different sizes as well.
