Interesting. I assume the two aluminum cones are not connected. In that case, it's a tool that is used to weld motor bike frames. The steering head of a bike has to be at an exact designed angle ("rake") for the bike to steer correctly. That can be done on a frame jig . First link *1) shows exactly how to build a frame from tubes. "Amateurs" however usually use something they attach to a flat surface or workbench when 'remaking' a motorcycle. (e.g. building a chopper). Link *2) shows how cutting up and reassembling the frame is done with a device almost identical to the picture above. As far as I know these tools are 'home brew' after some example. *3). The variations are endless and can be seen in the google results (choose 'images') of link *4).
