It's a STARTER DRIVE PINION for a large diesel engine like an 18-wheeler truck or Diesel locomotive. It goes inside the starter motor housing. When the starter motor turns, the small gear moves to the end of the shaft, and engages the flywheel teeth. There is a one-way clutch inside, which transfers power from the starter motor to the pinion. The clutch only grips one way, so that when the engine starts, the pinion can turn faster than the engine, protecting the starter. The small spring moves the pinion away from the flywheel when the starter is off. The clutch/shaft combination is called a "Bendix drive", and gave the company its first product. The collar with the sideways screw goes on the end of the starter motor shaft, secured by the screw.
