it's a shift fork. It rides on a shaft that goes through the small hole. The open end that looks like a "C" goes in a groove cut into a gear that slides on a shaft. When the gear slides, it engages another gear or tooth ring with teeth cut on the SIDE, making the shaft turn. It is moved by pushing on the pin opposite the "C". Looks like a fork that goes in a 4WD transfer case.
