It's a chamber spoon bit for making tobacco pipes. If you scroll down on the first link, there will be a posting/description with clickable photos that include the Canadian maple leaf. The second link is of another manufacturer.

Searched "spoon drill bit" for shits and giggles. Can't find diddy except for an entertaining page. Interesting videos...

Looks like an expander- used to spread copper or soft pipe to 3/4". The other key indicators are the triangulated shaft- designed to reduce friction on the material being worked, the cutting function is to ensure a deburring takes place to leave the material clean and flawless more than a true cut or drill function. (Other possibilities- fluting bit, plunge boring bit) Ive seen similar bits to this but without the cutting edge. Could be a routing bit, but only for soft material on a CNC machine or similar. The cavity looks like it might be designed for highspeed material evac. Really strange cant find this particular bit, and Canada makes some of the best bits in the world. So, no surprise there either. (However, could be a northern european manufacturer as well with that logo.) Youll probably reject this- since i cant find the make/model.
