It is a SLACK ADJUSTER for a 10-wheel or 18-wheel truck with air brakes. There is a shaft called a "S-cam" that moves the brake shoes. The 'slack' goes on the inner end of the S-cam. There is an air chamber with a rod that attaches to the "slack" and moves it when the driver steps on the brake, which puts air into the chamber. This turns the S-cam, applying the brake. This is a manual slack, not a self-adjusting one.

Markings: It has 'EAGLE MADE IN USA' on both sides but one has numbers and letters on it 061499 N k MTF.
