It is called a ladle swage. I can not tell you who made it, and i doubt a professional blacksmith could either. It is just one of those things in the tool world that maker is not important.

That is a Scale Calibration weight. The code LS2 identifies it as a Legal Scale #2 weight. People who did county scale certifications for vehicles and palletized items for shipments. it's just a calibration weight.
