That is a temporary end cap /plug for pre-drain installation. they are called a "Quick Cap" many sizes are available both in width and length. The one you have is a End of Service cap for a LIVE drain. That is why is it is longer with multiple clamp for attaching it to a live drain with water pressure placed on it. New unused construction sites use much shorter Quick CAPS to keep water, rain, rodents, and debris from entering the plumbing system. You can look at this FENCO page for examples. There are many manufacturers who make these but Fernco is one of the larger ones as is Goodyear. Look at the photo on the attached link below
