This is one piece of the rear bumper from a 1930-31 Ford Model A. There are four of these on the complete rear bumper. The first URL shows the complete bumper assembly. The second URL shows how the four pieces as there are assembled. The third URL shows some reproduction pieces that are available new from Mac's Auto Parts. This could also fit 1928-29 Model A or the last three years of the Model T just before the introduction of the Model A in 1928 but this looks like the 1930-31 part. Yours looks like a re-chromed original since it was wrapped in newspaper. That's how chrome shops wrap parts after they are plated and polished.
