This is an off-set boring head for a milling machine or boring machine. It appears to have a removable Morse taper shank. This one looks like it is for boring a fairly large diameter bore and doesn't appear to have an adjuster wheel on it like the smaller ones. There are many makers of these. The maker of yours is unknown. The URL supplied shows a few of the different styles and sizes.
