This is a Model A Ford handbrake lever. Ford used a few different types of these between 1928 thru 1931. Yours is a reproduction of the squeeze type lever used after June 1928. There was also a push button type. The very early lever (prior to June 1928) is not currently reproduced. I have supplied a couple URL's that show the most common levers available along with some of the related brake parts. Yours has a bump on the shaft just below the squeeze grip so it's slightly different from the one sold by most suppliers but otherwise it's the same. The maker of yours is unknown.
