Specifically: a centrifugal clutch. It is part of a (vintage *3) chainsaw (Homelite Super XL or XL 12). Above a certain RPM it will force the 3 lobes out, increasing the friction between the lobes and the drum. The drum is (indirectly) connected to the chain. Mfg. is Homelite (*1).
