It's a CLUTCH ASSEMBLY for a Harley-Davidson motorcycle. No magnets inside the sprockets means it fits "big twins" , not Sportsters or XL models. The splines in the center hole are the later style, earlier ones were tapered with a key (changed about 1992). The gear teeth around the outside are for the starter to engage.
