Those are Ampact wedge connector drivers. You are missing the hook on both pieces but basically they are used for electrical connections mainly on high voltage distribution and transmission lines. There is a small shell that is inserted in the end of the driver that corresponds to the color of the connector and the driver is screwed over the connecter and the end is struck with a hammer setting off the tool which drives the wedge connector onto the two pieces of wire being connected. A red shell is for red connectors, yellow for yellow etc etc.
