It's wheel balancer centering cone. It's for balancers with a 36mm shaft. There's a lot of manufacturers on cones, some have flat front and backs, others have a "dished out" backside and others have a machined "collar" like yours. Also some have a small chamfer on the small end center hole, while others put a larger chamfer, like yours.
