1)

This is a pre 1997 Honda Accord transmission speedometer with power steering pump. Faster you go more pressure it developed cancelling out pressure from engine mounted pump. This would have the effect of steering become less and less easy but more and more responsive. Electronic portion was replaced by one in link.

Thanks a lot. I believe you're in the right ballpark. it does appear to be a transmission speedometer but I need a few more specifics re: make / model / year.
