The heim joint is one object, then you have spacers for the heim joint, then the rod is used to anchor and then tension steel cabling. That assembly is used in the manufacture of cable railing systems. This info is an update to my prior opinion that was rejected. Thanks!

these are called heims ends, or bindless ends. you would weld the bung into a pipe to make an adjustable length arm. There should be a right handed threaded end as well as a left hand threaded end to lengthen and shorted the arm with a twist of the pipe. Race cars use them on their suspension, air planes use something similar for flap controls. They could be used in many applications where the arm needs to be able to pivot freely. These look relatively new, but the concept has been around for many decades.
