High power LED Module, 10W (9 individual leds at 1.1W each) likely the RGB version. Be careful looking at pictures from the Chinese: they just use a picture that 'looks about the same' for LED's with different specs.

Opinions
Those go to APC UPS Rack mounted Power backup systems. They are used to tell the condition of the internal battery packs. Cannot tell you who makes them. But I used to have to replace them when a sealed Lead acid UPS battery would short out. It would blow these modules. Hope that helps .
