It's an engine oil cooler. It bolts on to the engine bock where the oil filter originally went, and the oil filter screws onto it. The 2 curved pipes are connected to water from the cooling system. Oil from the engine goes through the middle from the oil pump to the filter, then back to the engine. Oil is cooled by heat transferring from the hot oil in the middle to lower-temperature water around the outside. During warm-up, it can heat the engine oil so the engine will reach operating temperature faster.
